Kol’tsov

An unidentified communications cover name that appears in five Soviet NKGB intelligence cables from 1944 and 1945 that were partially decrypted in the course of the Venona operation. Venona KGB cables Nos. 1119-1121 from New York to Moscow, dated August 4, 1944, gave an account of “Kol’tsov” ’s conversation with State Department official Harry Dexter White at the close of the United Nations Monetary and Financial Conference, commonly known as the Bretton Woods Conference. Some discussions of that meeting appear in later-dated Venona cables, starting with Nos. 1388 and 1389 from New York to Moscow, dated October 1, 1944.
